Seven states tried and failed to pass a sweepstakes casino ban in 2026. Minnesota became the latest on May 18. The state’s legislative session expired without House action on Senate File 4474. Players in all seven states retain full legal access to sweepstakes casino platforms.

Where Sweepstakes Casino Bans Fell Short

Maryland, Virginia, Florida, Massachusetts, Hawaii, and Mississippi each introduced sweepstakes casino ban legislation in 2026. None passed both legislative chambers. Opponents in each state argued that sweepstakes casino ban language was too broad. Those critics warned the bills risked criminalizing legitimate promotional contests used by major consumer brands.

Players in all seven states retain full access to sweepstakes casino platforms. Platforms including Chumba Casino, WOW Vegas, and McLuck continue to operate in all seven states. No player access deadline applies in Maryland, Virginia, Florida, Massachusetts, Hawaii, or Mississippi. Minnesota players face no deadline unless a special session is called by Governor Tim Walz.

The seven failures came alongside enacted bans in other states. Oklahoma, Indiana, Iowa, Tennessee, and Louisiana all enacted sweepstakes casino restrictions in 2026. California and New Jersey enacted explicit sweepstakes casino bans in 2025. At least 17 states now restrict or ban sweepstakes casino platforms in some form.

Minnesota Senate File 4474 failed due to session timing, not a lack of Senate votes. The Minnesota Senate passed Senate File 4474 62-3 on April 30, 2026. Minnesota lawmakers can reintroduce the bill when the state legislature resumes in 2027. Platforms such as Chumba Casino and WOW Vegas continue to operate in all seven states where ban attempts fell short.
