Oklahoma sweepstakes casino ban became law on the final 2026 session day after a veto override. Oklahoma lawmakers overrode Governor Kevin Stitt to enact SB 1589.

How Oklahoma Passed SB 1589 Over a Veto

Governor Kevin Stitt vetoed SB 1589 as too broad for everyday apps. Governor Kevin Stitt said SB 1589 would "criminalize apps that people use every day for fun." The Oklahoma Senate overrode the veto by a 34 to 10 vote. The Oklahoma House followed with a 68 to 19 override vote. Both Oklahoma chambers cleared the two-thirds threshold required for a veto override.

SB 1589 broadens Oklahoma gambling law to cover dual-currency payment systems used by sweepstakes casinos. SB 1589 extends liability to any "geolocation provider, gaming supplier, platform provider, promoter, or media affiliate." SB 1589 reaches such parties that each "deals or provides support" to operators. SB 1589 sets a Class C2 felony with fines from $500 to $2,000.

SB 1589 takes effect November 1, 2026, across Oklahoma. Oklahoma becomes the fourth US state to pass a sweepstakes casino ban in 2026.
