Indiana Governor Mike Braun signed House Bill 1052 on March 12, 2026. House Bill 1052 bans online sweepstakes casinos in Indiana from July 1, 2026. The Indiana Gaming Commission can impose civil penalties up to $100,000 per violation. House Bill 1052 targets dual currency and multi currency models used by sweepstakes operators.

Iowa Governor Kim Reynolds signed Senate File 2289 in 2026. Senate File 2289 expands Iowa Racing and Gaming Commission authority over unlicensed operators. Iowa applied early provisions on May 15, 2026. Iowa applies the remaining Senate File 2289 provisions on July 1, 2026.

Major sweepstakes operators left California and New York after 2025 bans. Analysts expect similar exits from Indiana before July 1, 2026. Operators including Chumba Casino, Stake.us, and High 5 Casino still served Indiana in April 2026. Those sweepstakes operators face the July 1, 2026 deadline in Indiana.

Indiana ranks as the first state to enact a 2026 sweepstakes casino ban. At least 17 states banned or restricted sweepstakes casinos by 2026. Tennessee enacted a sweepstakes ban on May 22, 2026. Oklahoma enacted Senate Bill 1589 with a November 1, 2026 effective date.
