Stitt Cites Vague Language In SB 1589 Veto Message

Stitt criticized SB 1589’s definition of “representative of value” as vague and overly broad. SB 1589 defined that term as any currency used as part of a dual-currency payment system. Stitt argued the SB 1589 wording could threaten online retailers offering discount-wheel promotions to shoppers. Stitt also flagged the Class C2 felony penalty as disproportionate for app developers behind social games.

SB 1589 passed the Oklahoma Senate 48 to 0 in March 2026. SB 1589 cleared the Oklahoma House of Representatives 65 to 31 on May 4, 2026. Oklahoma’s override threshold requires 32 Senate votes and 67 House votes to revive SB 1589. Oklahoma lawmakers have until May 29, 2026 to attempt an override before the session closes.

Oklahoma’s veto contrasts with active sweepstakes ban bills in Louisiana, Minnesota, and Tennessee. Tennessee SB 2136 cleared both chambers and now awaits a decision from Governor Bill Lee. Louisiana House Bill 53 cleared the state Senate and now sits on Governor Jeff Landry’s desk. Minnesota House lawmakers face a May 18, 2026 session deadline on Senate-passed SF 4474. Indiana and Maine had already enacted sweepstakes bans earlier in 2026.
