Louisiana HB 53 Faces a Governor With Veto History

Louisiana House Bill 53 passed the state House 86-11. Louisiana House Bill 53 passed the state Senate 27-9 on April 27. Governor Jeff Landry received HB 53 on May 4 with a 10-day decision window.

Landry vetoed Senate Bill 181 in 2025. Landry called SB 181 “a solution in search of a problem,” arguing existing law gave regulators sufficient authority. Louisiana HB 53 is a structurally different bill with sharply higher penalties.

Louisiana HB 53 classifies sweepstakes casino operations as racketeering under the Louisiana Racketeering Act. Louisiana HB 53 sets maximum penalties at 50 years of hard labor and $1 million in fines. Offenses exceeding $10,000 trigger a mandatory five-year minimum with no parole or probation.

Landry’s decision window closes around May 14. Landry has not publicly announced a position on HB 53. If Landry takes no action by May 14, HB 53 becomes law automatically.

Minnesota House Has Eight Days to Vote

Minnesota Senate File 4474 cleared the state Senate on April 30. Minnesota SF 4474 reached the House on May 4. The Minnesota legislative session ends May 18, giving the House eight days to act.

Minnesota SF 4474 would prohibit dual-currency sweepstakes platforms statewide. Minnesota SF 4474 survived the March 27 committee funnel deadline that sidelines most unadvanced legislation. No House floor vote has been scheduled as of May 10, 2026.

Minnesota SF 4474’s survival past the funnel cutoff signals sufficient legislative backing for an expedited timeline. The bill also authorizes the state commissioner to issue formal violation notices against sweepstakes operators.

Four States Have Enacted Bans in 2026

Indiana, Maine, Tennessee, and Oklahoma have each enacted sweepstakes casino bans in 2026. Iowa Senate File 2289 expands state gaming commission enforcement authority. Iowa SF 2289 authorizes cease-and-desist orders against sweepstakes operators. Iowa SF 2289 does not impose criminal penalties.

Louisiana and Minnesota are the remaining states where a full legislative ban could take effect in 2026. California AB 831 is also advancing but faces a longer timeline toward any effective date.

Players in Louisiana currently retain access to sweepstakes casino platforms. Players in Minnesota retain access until any enacted ban takes effect. Both states remain legal sweepstakes markets as of May 10, 2026.
