The Minnesota sweepstakes casino ban is now before the state House. Minnesota SF 4474 cleared the Senate 62-3 on May 3, 2026. Lawmakers have 12 days to vote before the session ends May 18.

What SF 4474 Would Do to Sweepstakes Operators

SF 4474 covers internet and mobile products that simulate casino-style gambling with a dual-currency payment structure. The bill targets not just operators but their entire support network in Minnesota.

Financial institutions, payment processors, and geolocation providers would face penalties for supporting sweepstakes platforms in Minnesota. Content suppliers and media affiliates would also be prohibited from operating in the state.

Enforcement under SF 4474 falls to the Minnesota Commissioner of Public Safety and the Minnesota Attorney General. The bill formalizes penalty procedures for operators that have ignored cease-and-desist notices from Minnesota officials.

Minnesota’s House must act by May 18, 2026. A yes vote would make Minnesota the fifth US state to ban sweepstakes casinos in 2026. Indiana, Maine, Tennessee, and California enacted bans earlier this year.
