Iowa sweepstakes casino regulation reached a turning point on April 28. The Iowa Senate voted 47-0 to concur with an amended House version of Senate File 2289. The bill now heads to Governor Kim Reynolds for signature.

What SF 2289 Means for Iowa Players

SF 2289 expands Iowa Racing and Gaming Commission enforcement powers. The Iowa Racing and Gaming Commission can issue cease-and-desist orders against unlicensed operators. The Iowa Racing and Gaming Commission can also seek court injunctions. Sweepstakes casinos fall within the bill’s scope as unlicensed gaming platforms.

Iowa’s current law limits the Iowa Racing and Gaming Commission to issuing warnings only. Iowa Racing and Gaming Commission Director Tina Eck previously cited offshore sportsbooks and unlicensed platforms as key enforcement targets. The Iowa legislature passed the House version 93-0 on April 21. The Senate concurred 47-0 after Iowa extended its session past the April 21 adjournment date.

SF 2289 does not ban sweepstakes casinos outright. Iowa players can still access legal sweepstakes platforms operating under federal sweepstakes law. The Iowa Racing and Gaming Commission’s enforcement decisions will determine the real impact on Iowa sweepstakes casino access.

Iowa joins a growing wave of state action in 2026. Indiana, Maine, and Tennessee each signed sweepstakes casino legislation this year. Louisiana, Minnesota, and Oklahoma have active bills still advancing through their legislatures.
