Oklahoma’s sweepstakes casino ban is now law after lawmakers overrode Governor Kevin Stitt’s veto. The Oklahoma Legislature voted on Thursday, May 14, 2026 to enact Senate Bill 1589. SB1589 outlaws dual-currency sweepstakes casino models statewide. The Oklahoma Senate cleared the override 34-10. The Oklahoma House followed with a 68-19 vote, clearing the two-thirds threshold by one vote. SB1589 takes effect November 1, 2026.

What SB1589 Bans and Who Faces Penalties

Senate Bill 1589 outlaws the dual-currency model that powers most sweepstakes casinos in 2026. The dual-currency model pairs Gold Coins with Sweeps Coins that players can redeem for cash. SB1589 defines “representative of value” to include “any and all currency used as part of a dual-currency system of payment.” The Oklahoma statute classifies violations as a Class C2 felony. Penalties run from $500 to $2,000 and up to 30 days in jail. Liability under SB1589 extends to affiliates, payment processors, geolocation services, and media partners promoting sweepstakes platforms.

Governor Kevin Stitt vetoed SB1589 on May 7 over concerns about overbroad language. Stitt wrote in the veto message: “This bill is so broad that it criminalizes everyday apps people use for fun.” The Oklahoma Senate first passed SB1589 in March by a 48-0 unanimous vote. The Oklahoma House passed SB1589 in early May by a 65-21 vote. On the override Thursday, the Oklahoma Senate lost 10 yes votes from the original 48. The Oklahoma House picked up three yes votes from the original 65.

Oklahoma becomes the third state to enact a sweepstakes ban in 2026 through legislation. Indiana Governor Mike Braun signed HB1052 into law earlier in 2026. Maine Governor Janet Mills signed LD 2007 into law earlier in 2026. The Oklahoma override differs because Governor Stitt opposed the bill before lawmakers reversed Stitt’s veto. The Social Gaming Leadership Alliance has lobbied against sweepstakes bans across state capitols in 2026.

Oklahoma ranks 28th in US population with 4.1 million residents per Census Bureau data. Sweepstakes operators have until November 1, 2026 to shut down Sweeps Coin gameplay in Oklahoma. Operators can continue offering free-to-play Gold Coin titles to Oklahoma users after November 1, 2026. The Oklahoma ban follows similar enforcement actions in Illinois and operator exits in Tennessee. Louisiana lawmakers passed comparable dual-currency legislation that now awaits Governor Jeff Landry’s signature.
