What SF 4474 Would Do to Minnesota Sweepstakes Players

Senate File 4474 would make it a felony to operate, support, or promote a dual-currency sweepstakes casino in Minnesota. Criminal penalties would take effect August 1, 2026. SF 4474 applies to operators, payment processors, geolocation services, content suppliers, platform providers, and media affiliates. The bill targets the entire sweepstakes supply chain, not only platform operators.

HF 4410, the House companion to SF 4474, passed two Minnesota House committees in late April 2026. HF 4410 has not been scheduled for a floor vote as of May 16, 2026. The Minnesota Senate passed SF 4474 by a 62-3 vote. The House has produced no floor hearing for HF 4410 in the final days of session.

Minnesota’s prediction market ban took a different path in the same session. The Minnesota Legislature passed separate prediction market legislation on May 13, 2026. Governor Tim Walz received that bill the same week. The sweepstakes ban stalled in the House while the prediction market ban advanced fully through both chambers.

Four states enacted sweepstakes bans in 2026: Indiana, Maine, Tennessee, and Oklahoma. The Oklahoma Legislature overrode Governor Kevin Stitt’s veto on May 14, 2026. The Senate override vote was 34-10 and the House override vote was 68-19. Without a Minnesota House vote by May 18, sweepstakes operators face no new law in Minnesota until at least 2027.
