Iowa Hands Regulators Power to Shut Down Sweeps Sites

Iowa sweepstakes casino operators face a new regulatory threat. Iowa Senate File 2289 passed both chambers with unanimous votes in 2026. Governor Kim Reynolds received SF 2289 on May 5, 2026. Reynolds is expected to sign the bill into law.

The Iowa Senate passed SF 2289 by a 44-to-0 vote in February 2026. The Iowa House approved a revised version 93-to-0 on April 21, 2026. The Senate concurred with the House revision. The revision reduced the regulatory cost pool from $70,000 to $45,000.

SF 2289 grants the Iowa Racing and Gaming Commission authority to issue cease-and-desist orders against unlicensed operators. The Iowa Racing and Gaming Commission can also seek court injunctions to halt platform operations. Iowa does not currently license sweepstakes casino platforms. All active sweepstakes casino operators in Iowa face potential enforcement action. Fines under SF 2289 range from $10,000 to $100,000 per infraction. Fine revenue flows to the Iowa Gambling Addiction Prevention and Treatment Fund.

SF 2289 Gives IRGC New Shutdown Authority

IRGC administrator Tina Eick identified three enforcement target categories in public testimony. The first category covers fake casino sites that collect deposits without paying winners. The second category covers crypto sweepstakes platforms that fail to honor redemptions. The third category covers offshore sportsbooks operating without state authorization. Eick stated SF 2289 gives regulators a direct legal pathway to remove these operators.

Iowa’s unanimous legislative vote signals broad bipartisan support for sweepstakes casino oversight. Similar regulatory legislation passed in Oklahoma, Tennessee, Louisiana, and Minnesota in early 2026. The 2026 legislative wave has already forced multiple sweepstakes casino operators to exit affected states. Iowa SF 2289 stops short of an outright ban. SF 2289 instead gives the Iowa Racing and Gaming Commission new tools to pursue bad actors specifically. A Reynolds veto is considered unlikely given the combined 137-to-0 vote margin.
